also at the conclusion of this session you will be directed to complete a brief survey to evaluate this session please provide you're honest feedback so that we can design future sessions and finally please be sure to meet yourself and place any questions in the chat box and thank you and I will now turn the time over to our session renters who will introduce themselves thanks Jacob good morning sorry good afternoon everyone my name is Jessica Schneider I am at the special projects director in the creek in one standard and student Support Division at team I will get our side that started here in in just a moment but in the interim I will let my colleague who's joining me Ashley from it introduced herself and then we'll get started good afternoon everyone I'm Ashley firm is like Jessica said excited to share this information with you guys today I'm just a little background I come from about 15 over 15 years experience prior to cea I was within her education so my thing was constantly prepping students for post-secondary success and moving them from high school over to college to some of our topics that we're going to talk about today are M definitely near and dear to my heart excited to share that information with that I'm going to go ahead and launch our slide deck the curriculum update is is typically what we call when we Sharon present I'm with entities across the state I would say that today our presentation will be a little bit more of information or existing programs and and and requirements are more of an informational session than an update on um reason I went. Let's go ahead and move to it with some of our objectives are for this afternoon I mentioned informational session we are going to start with an overview of the State High School graduation requirements as well as National instructional requirements that are may be related to the foundation high school program but not directly High School graduation requirements can be multiple presentation so we're going to give you a pretty high level today of those requirements which may be very familiar to some folks less familiar to others but really one of our goals to that I don't have established checking its identify our Salters establish ourselves the point of contact for you for future questions that you may have related to the graduation requirements I'm sometimes people don't think curriculum standards and student support the curriculum division right away when they take High School graduation requirements on the Ashley and I are the team that directly work with the State Board of Education rules for high school graduation and manage and support to fill out questions and support questions from the field related to the foundation high school program uncover I'm some of the curriculum learning programs and support that are available really for all students but that we've pulled out that we think would be particularly benefit or value a merchant bilingual students and then we also want to talk a little bit about a word of credit this is particularly important for some of our migrant students that are moving from out-of-state between school districts or from out of country I'm so we'll we'll talk a little bit about the award that we don't have enough time today to really go into great detail about a word of credit there can be lots of situational questions that we get and curriculum it again my goal is really to establish ourselves as a resource to you and I want to contact I will you have those questions questions are coming into and when door leaving your districts and then finally we do have a couple of updates that are are more timely or I will put out a couple of pieces of I've legislation that we wanted to put on your radar new changes for the upcoming school year and we are going to kind of pause in between sections our presentation is inspection DeLong bullet points and so will pause in between each one and see if we have any questions before we move on to the next section and one more thing before we jump into our content as I mentioned one of our bowls today is to establish I was at the point of contact for you the best way to reach Ashley myself and our colleagues in the Cricket on division is through the TSA help desk you can link to the helpdesk from them to you once you click on help desk it will take you to a page that looks something like this and then there are tiles for each different independent not necessarily division but help desk topic and we are you can get rest of the curriculum tile any questions that we are able to get to today or that you may have in the future related to this content we welcome you to reach out to us through the help desk so that we can get you the information you need to support your skin wait till I get to open up the session with our first topic here we have the talk about high school graduation requirements and so what we're going to do is we're going to start with an overview very high-level overview it's not I'm too much in the weeds there but just to present some of the key pieces to really get a good grasp of what student options are and also requirements so this is the foundation I spoke program and it's the plan that all students have to follow to get a Texas high school diploma if they entered ninth grade in 2014 to 2015 school year and thereafter so this is our current Red we should plan in on this plan it does require students to complete a minimum of 22 credits or this Foundation high school program in addition there are some instructional requirements along with those credits that students have to complete and then in addition I was I said in addition to the we've got several bullet points here students do you have to join an endorsement and nationally but they necessarily have to complete it in order to graduate and will go into more detail on that in just a moment the endorsement and the distinguished level of achievement options if the student word to earn those it would require a minimum of 26 credit and then lastly students May graduate with performance acknowledgements do going into the foundation high school program into a little bit more detail again we reiterate it's a minimum of 22 credits to graduate so some of those additional requirements to the credit requirement include that the student must demonstrate proficiency and speech skills I'm in this is outlined a little bit more detailed within the Texas Administration quote measure a about that another item that students must complete is that they do have to satisfy the requirement to submit a free application for federal student aid So the faster or if they don't qualify for that fast but we do have the Texas application for Student Financial Aid the Tasca in addition to the financial aid requirement lastly there are State assessment requirements is this just shows you the overview that's required or the minimum 22 credits that the students must have to graduate first we have English and that is for credit specifically I thought the English 1 2 and 3 and then an advanced English course then we thought mathematics which is three credit and student do you have to have at least three credits in doubt and ensign can a social studies there's three credits in that lastly we have on the last couple of rose beer we have the languages other than English which is to credit and in physical education one credit there by the Fine Arts as one credit and then electives is five more credit the financial aid application requirement again this is something that's a little bit more reason to believe it was in 2019 that the state legislature put this requirement in place and its students do you need to complete either the pasta or the but there is a third option and that option is that a student may choose to opt out of completing one of these two forms and there are some requirements for the doubt so it's go ahead and look at those so again the student is not able to complete one of those application how they opted out as a student would submit a signed form parent or guardian and then the student at the student is 18 years older older and they can submit a sign form for themselves and in addition the third option here is if a school counselor authorizes the student to decline and to complete and submit that application and this is up to the counselor decided is an as written in legislation for good cause and now it's look at some endorsements though upon entering 9th grade students are required identify the endorsement they intend to pursue and students may choose to do more than one I'm so they don't have to just select only one that students just kind of an important thing to note is the student May Cry without earning an endorsement however they do have to have written permission to opt out and they are not able to opt out of an endorsement until after a student sophomore year and again to earn endorsement and students must earn it a minimum of 26 credits including for credits in math or credits in science and two additional elective credits and students must also satisfy the I meant for one of the approved endorsement and the next flight will go into it's going to be a list of those approved endorsements there's a total of 5 and it looking through those there's I think something for every student at their interest area there's Arts and Humanities business and industry multidisciplinary studies there's public service and then last but not least is the science technology engineering and Mathematics stem endorsement important things to know about the endorsement is that I districts and Charter Schools must offer at least one endorsement or their students in addition director charter school that only offers one endorsement you must offer at the multidisciplinary studies endorsement some other things to do kind of look at with endorsements these endorsements insist set sequence of courses or some type of sequence of courses within that area and important to note is the Career and Technical education aicte program of studies they do all within one of the endorsement so every endorsement does have the program is a study for c t e the definition of something that's evil lies within persons but this is called the distinguished level of achievement and this is where student must meet these minimum requirements to earn this distinction Overstock did you pass the ball of the foundation high school program and complete all the requirements for that in addition to the foundation high school program they must also complete at least one endorsement and a part of their graduation plan and I didn't Ourisman they have to have at least four credits in science and four credits in math and other four credits in math one of those should be at least algebra to this distinction a distinguished level of itchy it does require again minimum of 26 credits and important to note please notice that orange bar at the bottom that students must earn this distinct distinguished level of achievement in are to be admitted to a Texas Public University under that top 10% automatic admission statute though definitely important to know this if students are machines you or Netflix automatic ignition where can I listen to you talk about endorsement and as well as the distinguished level of achievement in addition students may wish to earn performance acknowledgements and these are just items that are listed on a transcript for outstanding performance in any of these five areas do credit courses there's bilingualism in by literacy also that's their good test scores on either a tea or I be so that International Baccalaureate exams the fourth option is the nationally nice a preliminary College Prep assessment or assessment used as part is college admissions processes and see what we're referring to at the SAT act are examples of those benefits option here to the State national Eeyore nationally recognized business or industry certification or license and see you'll see a lot of those opportunities and especially within the programs of study for ctet I will jump in here when frequently Asked question that we get about the fifth option on the slide hear about the recognized industry certification or license or frequently at the end of the idc's and receive a certifications are what we're referring to their required for performance acknowledgement in the snow on the IDC list could be considered by a look for a performance acknowledgement but you're not limited to that ta approved IBC list for the performance acknowledgement under option five so there may be some other certifications or licenses IBC West that a dispute a student has obtained and that a district can make a determination to a worth of the performance acknowledgement for so 5 is really determined by the school district in the actual graduation requirements and refer to those in and have links provided to the graduation requirements themselves specifically the section on performance acknowledgements there are some criteria that the license or certification would need to meet in order to word that a performance acknowledgement Interruption 5 but it gives us a little more flexibility because you're not limited to that IBC list so when Ashley's walk you through that is the foundation high school program on the foundation adopting referred to as the foundation only the 22 credit minimum that's required for a student to graduate which we frequently referred to as the curricula and curriculum requirements for graduation to also earn in interest and the distinguished level of achievement another set of apartments that are a part of the of the requirements for a student to graduate are the assessment requirements to the curriculum requirements requirements and so I'm just going to briefly I like those I don't like going off here right now students are required to pass Five assessments of academic Readiness also known as the end of course examinations in order to earn now there are some exceptions to this and we're just going to briefly highlight those for you today but the five courses that a student must complete an ESC for 8th are enrolled in and and take a shower and rolled in and take that course in the school district for any of the five courses listed in The Orange Box they will be required to take the end of course success assessment 1 English 1 and 2 biology and US History many of you probably know if a student completes course prior to enrolling in a school district and the district accepts the credit then the student would not be required to take that and of course assignment but the really cute fries there is if the district requires the assessing if a district is requiring additional coursework and of course and then those end-of-course assessment requirements would apply I mentioned there are some excessive exceptions and discovered one of them is didn't complete the course successfully and a district accept the credit before they enrolled this dude would not be required to take the end of course assessment another exception to the rule of passing other five star test through the individual graduation committee works are also referred to as igc if the student has failed and end-of-course exams are no more than two exams then that student may still want to see the Texas high school diploma at this tune spies to graduate by means of an ITC determination I would indicate have included the the citation or the rules here on this slide we also have a web page for idc's and that includes nigc frequently questioned documents so for those of you who this is old hat that information on this slide but that you deal more specifically or even serve on an IGT committee that frequently Asked question is come to the next level of information related to igc and I'm recognizing I see we've got several folks who are at rires sees you again some of this information is is pretty routine for them but you don't have access to these sides in the future too and I think some of you are supporting the support staff or lighting Direct Services to migrant education in an emergent bilingual students and so this information the stuff may be helpful as you are just giving folks that high-level snapshot of what their students required of their students into that will be pictures for you as well but I particularly want to to our graduation requirement gurus who are with us when I point out that ijcf FAQ which we have a link on the side as well as a QR code that you can access that document when is it frequently ask questions right now about idc's it's about whether or not they still exist whether we have the authority to continue them because if you go to the rules that I have listed on this lives is the Texas administrative code 74.10 twenty five see that's an expiration of September one 2023 on those rules are in the process of being updated the legislature passed a bill and actually ate two sessions ago that I needed that expiration so I see seats were actually established in state law and then the agency implemented or developed rules to implement the requirement the legislation the law had an expiration they mentioned a few sessions later felt the Texas legislature went in remove that expiration date and so I do but we still need to update mentioned that the agency level to implement so please note that ABC's you may continue and districts we continue to operate individual graduation committees moving forward and that expiration date you can disregard until about the rules are updated 8:48 chat with the sugar changes in the law so a great resource lots of information on this page as well as that might even be able to read in the heading there in that screenshot of the webpage didn't actually include the information that I just went over about the expiration date that is no longer in effect another provision refreshing words at provision the next option to the state test requirement is the English one special provision and we included this information because we think this could be a particular relevance to the students that you served and many of them would be eligible for this provision. necessarily all of them so let's start with what the provision is there is a special provision in state law that permits emergent bilingual students who meet the eligibility requirement which is to the right and we'll go over to not retake the English War yo see if they pass the corresponding course would you be English 1 or the English for speakers of other languages when he is so well but they didn't meet this passing standard on it just to say that again in a different way it passes the course but fails the English 1 assessment they may not have to read if that English 10 see if they're eligible again and of course assessments are tied to the course and so refer to the corresponding course for English one that could be either English 1 or esol 1 the eligibility piece is importance this is not for any student all students this is for eligible students and this provision applies specifically to emergent bilingual enrolled in a US school for three years or less or qualifies as an unschooled As I lie or Refugee enrolled in the US schools for 5 years or less and this is not a word and this dude not yet attained in advanced High reading rating on the Texas English language proficiency assessment system to tell pass so this is a special provision that's in place it does there is important information if a student utilizes this provision and igc it's an and how that would correspond and correlate with 5gc eligibility and that is actually addressed in the IDC FAQ on that I called out on the decide if you have any questions about students eligibility for igc for this special provision the students student assessment division can can provide some support but you're welcome to reach out to curriculum stop. just get me started with original information it's more of a student assessment question will get you to the right division for the answer you're looking for treatment centers other instructional requirements not necessarily tied directly or a part of the foundation high school program requirements but they are instructional requirements that students must engage in before they graduate it's the district's responsibility to ensure that they provide instruction both in CPR and improper interactions with a peace officer let's start with the instruction in sedation CPR this is again graduation requirement but must be completed at some point at least once between the grades of great 7 and great 12 and prior to graduation again it at least once and also add elements and T-Rex for both the student record and the transcript to record that a student has completed this instructions so that that information can with the students leave the state if they move between the states it's not a part of a course that's interred in a service ID and teens we have it at the data element within T-Rex so that it a desert in document completion of that requirement same thing with instruction on proper interaction with a peace officer change must receive that instruction again at least once before graduation for high school we have resources and information for that instruction on a t a web page I don't have that included on the slide if you are you can probably enter it in our search bar to find that information and again you always welcome to reach out to the help desk if you have additional questions types of an instructional requirements are at the discretion of the district how and when they provide the instruction many districts that I hear anecdotally are providing this instruction as a part of a course but because we ye are receiving School District wouldn't have any way to know that got instructions embedded into a course that's where those T-Rex data elements are really important that they're being documented wooden construction and completed so that its students aren't having to repeat that it's not holding up graduation decisions because it's unclear whether or not the instruction is has taken place or the students receive that instruction one of their note it's actually a footnote on the CPR a square there a bill passed in the last legislative session that added and training in the use of automatic defibrillators aeds that that be provided as part of the CPR instruction into that is a new requirement for the upcoming School it will also be added an update into the T-Rex element so that that can be accurately reflected on the student's transcript CPR and the use of ADD and then finally just wanted to make sure that folks know how to access the information and these rules on your own and if you want to take a deeper dive into these requirements Foundation high school program requirements are outlined in the Texas administrative code chapter 74 subchapter be there are four different sections of subchapter be starting with some general Provisions which includes some of the additional call requirements we talked about the speech requirements including at the instruction with peace officers that's what you'll find in 74.11 74.12 is the minimum 22 credits requirement where you'll find corsola specific courses that can satisfy specific requirements that Ashley touched on in the 22 credit chart when it says an advanced course in English what does that mean is that any course on the graduation requirements 74.12 outlined some of those course options 74.13 is all things endorsements we mention there are correct and requirements all of those details are there options within the five options to all of the different options that a student and pursue to complete a stem endorsement or a business and industry are outlined in Greater detail in the endorsement section and 74.13 and then finally 74.14 time is the section that outlines I just know information of requirements for performance acknowledgements including that criteria and mentioned or industry-based a licenses and certificates I was also included some other resources for you related to the graduation requirements won the first two links are actually the requirements themselves that you can access chapter 74 subchapter be through the webpage in a on our webpage to PDF there's also an HTML version thank you prefer to interact with the web-based platform which is directly to the Secretary of State so we've included that link and a q r code and then there's the graduation tool kit which is another great resources for those direct support this is Staff if they just need at a glance it's intended to be something that can be provided to parents and students as a part of when they indicate when you're reviewing High School options with options and different aspects of the Sunday high school program like the distinguished level of achievement at the beginning of the year it's got all of the information really that you need to cover it is in the process of being updated for the next school year did you download it and print it if you're still base to make sure that you check back in a few months and look for the most up-to-date version and I would I would recommend doing that at the beginning of each school year because the board typically goes in about 1 every year every other year and provisions and adjustments to the graduation requirements and so we we need to revise his documents to make sure that they have the most up-to-date information and then finally we talked about the individual individual graduation committees the igc web page we care for you as well that is our section on Foundation high school program and graduation requirements and so I promised to pause at each section to see if we had any any questions until it will take a couple minutes or seconds depending on if we have any and see if there's any questions from the field that we can address Jessica before we open it up completely I'm just a question on the previous wide or you may have covered this but I didn't quite hear it the AED requirement what grade would that start with stand for what school year the occurrence go back to that slide it's the same room Diamond grade level so I guess we talked about at least once between Grade 70 and grade 12 is when students must complete this instruction so at any point between Grade 70 and grade 12 and again that's why it's so important to indicate that instruction because it's due tonight , transcripts dad's when a complete inspection in 7th or 8th grade but they can indicate districts and indicate my student records that the inspection is completed the AED requirement in the foot but no you can see that does not apply in 2024 to 2025 school year so that's for next year without need to be included and we're actually separating out in T-Rex so districts KenKen report which side of which instructs you should receive because it's going to apply a specifically the AED addition to students were entering 7th grade and after 4 20 24 2025 there's a little bit of I think that might be what you meant actually there's a little bit of a grandfather clause for students who are already in those grade levels fire to the effective date and implementation of the new requirements as soon as you've already had CPR they don't have to go back and get a TD if there are no problem I just have question how do students receive this that's really going to be determined at the at the local school districts level in terms of whether they're going to invent it into an existing course some districts are doing it as a part of their grade 7 in our grade 8 help or petx and implementing that as a as a part of that program at Knotts again. Something you have to do just something that I heard has been a common instructional Arrangement getting into high school as you know how healthy is no longer require graduation requirements I'm stung District still require Health in or are including this instruction is a part of that instruction but really the answer to the question is if it's a local decision and so it's being implemented in different ways we do have some resources and providers the instruction on the statute allows for district to partner with some external entities but it there are some requirements around if it's Red Cross approved I want to get myself too much into too much trouble I don't not well-versed exactly in all of the requirement that instruction but we do have some information on our web page our health and safety Cy Corner Bar if I can send that information out to you so again I will refer you to the help desk if you're looking at resources and we can direct them to you if you can't find them I want to search up your own on the web page I think a lot of folks are in getting it in courses but I think some districts may also be pulling together everybody and have any CPR week but there's a lot of any other questions about graduation requirements I did I did include this information but I want to go back in just quickly before give an account time and plant something about that. Send the pasta forms so as you may or may not be aware that stuff forms are only available for students your act is only eligible for FAFSA and also has some relation to their parents eligibility and documentation. In that instance. Oscar form is a student would not be eligible for federal financial aid but they are eligible for State financial aid and that's where the tasks that comes in the students don't need to do both if you're eligible for FAFSA the student should complete back support if they're not eligible for FAFSA then they can complete the task before tax the historically has been Austin a form that something you meet depending on the institution of a higher the but a bill passed a few sessions ago that required the development of an online test but the online test was actually available for 23 2020 for students entering College this current year but we haven't applied yet it's kind of a soft launch the 24 2025 online test Spa is not yet available which is expected to be available sometime this spring that people who are supporting using and meeting the financial aid requirement application requirement may want to go ahead and opt for a paper tests just to ensure that students are completing that program started complaining that form is on time in early enough to have access to all of the different grants and programs that they may be eligible for just because this year's the 20 put it in for 2025 Itasca is isn't haven't been launched I didn't future school years we do expect for it to be available at the same time as Bassett which is typically October you may know that that's there was a little delayed this year and didn't post until December and that's really what kind of slow down the online version of but in the future those two different applications are expected to be available online at the same time so I might need to go ahead and do paper Tasca this year with your students who need to do tasks but in the in the future we accept that online version and that would feed out to all of the Texas public universities and colleges I did see a question about the Texas first early High School completion program and it is correct all of her students when they enroll in high school they are considered to be Foundation High School G students but there is a new option to Texas first program which is an early High School completion program we did not bring slides to talk about Texas first today but I can include before we we haven't shared our slide back yet I'm and when we do that I can insert a side with a little bit of information about an upcoming webinar that were expecting Layton Flex next month that will be on all things Texas first and so I would encourage you if you have questions about the Texas first early High School completion program to attend to that webinar will will go through and it'll be done in collaboration and coordination between tea and the Texas Higher Education Coordinating Board and again all things Texas First and that webinar and where I'm not sure exactly but later and then I see weather for Ashton in about junior colleges requiring students apply for financial aid to fill out FAFSA and Tasca and that is an interesting requirement because it get once a student play the FAFSA works is that information automatically feeds into the eligibility for for for Tasca Lincoln students don't have to complete both any eligibility for State funds is also processed through that bass up more which is why students don't need to do shouldn't need to do both I think we could if you do run into that situation with a student I think we would be happy to help too coordinating provide technical assistance as well as the higher ed Coordinating Board address why an individual entity might be requiring though but it is the state funding is also identified through the FAFSA form so it's not that one for federal and ones for state that's the dresses state and federal eligibility for fun pasta is only for Texas funds for those who would also be eligible for federal funds honestly I'm the question in the in a chat is about if there's a specific email to contact someone I'm sorry Jacob I think you we are Manning the chat but I've got the chat open in I can't unsee them perfectly fine thank you the really the help desk is the best way route to go as staff are we managed to help desk if the bus system people are getting timely responses so I would just prefer folks to the curriculum and box sometimes it needs to go depending the question that needs to go to rrc CMP to division and so it's really just best to operate through the help desk and we have books managing that is ticket system to ensure they you get your email goes to the best the best contact the best resource for that information so that question all right so I would say keep the questions coming we're going to go ahead and just rest for a Time sake move on next section and then if we have time more time at the end we can come back to any questions about graduation requirements to my cupboard just a quick piece of information related to a word of credit call Al I know when he's got particularly with migrant students and transfer students coming into districts we had a lot of questions about what to do with the high school how to create the high school transcript and how to determine the order credit I'm inside that's another support we can provide for you and you have specific questions related to the award of credit but the most important place to start for everyone to know who's managing transfer students in creation of transcribes on which we know is particularly relevant to our migrant students from moving in and out of the Texas public school system not just Texas Public Schools is that the award of credit is based on a student's demonstrated Proficiency in the Texas Essential Knowledge and Skills for a course and Sevilla. relation of other students records is a part of the requirement for determining the demonstrated Proficiency in those cheeks these requirements or guidelines are outlined in our Texas administrative code and so I have include link to those rules that part of those rules state that you it is the district's responsibility to ensure that all of the records are transcripts that an out-of-state or out-of-country student brings with them any transfer student from a non a text public school so that can also mean students coming from private schools home school with in Texas they must be evaluated and the student is placed an appropriate classes probably we are often asked the question of can I can I accept this how do I work credit for this and our response comes back to that the award of credit is based on demonstrated proficiency on the cheeks and so using the records that you have is the responsibility of each individual District to determine that proficiency that's not work we can do at the state level courses are different in different states and different countries and so we can't really advise what courses in one place what that would in Texas I'm credit by exam is one of the cleanest way is to assess student proficiency those examinations are directly aligned to all of the teks and put up horses for which they're offered but the last bullet point is that districts can use our garage methods to verify the content of course work that a student has completed so that can also be some form of informal assessment we've had districts it will do an informal assessment of a released STAAR test for a review of the curriculum standards of the syllabus for students coming in from another state on so we're happy to talk through some of the options with districts but there's not a hard-and-fast you can you can't what would you use as our guide line is our guide post for the award of credit is demonstrated proficiency of the cheeks and there's a lot of different ways that you can get there okay still still me but we're going to move to the Perfection which is learning support and programs these are some specific supports and programs that we think are May apply to the general population to a bilingual students in the migrant student population and if you are supporting the first is we want to make sure that everyone is aware of some course options that were developed back in early they were adopted 2017 I'm Sim cheats that are specifically designed for additional English language arts and reading support for emergent bilingual students these courses are qualified if you will end chapter 128 which is called the Spanish language arts and reading and english-as-a-second-language takes to all of our cheeks are listed in different chapters of the Texas administrative code English language arts and reading is the in chapter 110 but we also have chapter 128 which should really be referred to in conjunction with with the English language arts and reading teks for emergent bilingual students and options here that we want to make sure they're being used by districts and supporting our emergent bilingual students so the first one is English Learners language arts which is Ella this is a middle school and we don't really prefer to middle school is courses that sometimes that's just easier to refer to as a 66 but these are ticks that are are aligned to the grade 7 and grade 8 English language arts and reading takes they cover all of the the Texas Essential Knowledge and Skills for English language arts and reading for grade 7 and 8 but they some additional support Hilton or emergent bilingual students students would be enrolled and Ella for grade 7 or Ella for grade 8 in in lieu of seventh grade 8 English language arts and reading teks because they are the same thing with additional support I'm into the important things to know about that is that students were enrolled in those courses must take the corresponding star reading language arts assess it is essentially English language arts and reading for English Learners this course was of course adopted before the transition to the use of emergent bilingual students about the courses is up-to-date and an option for students who currently enrolled in this great length and nose grade levels so that's from middle school in the middle we have the middle column we have the English for speakers of other languages one and two for Tracy Stillwell 1 and 2 he's been around for a long time but very similarly they are courses that address all of the teks for English 1 and and or all of the cheats for English to depending on the Bible but that have additional support for students to support their English language acquisition the intent is for students to take esol one and or esol to instead of English wanted to not that they're enrolled in health and I'll talk about that additional support for students I'm when we talked about Elder next so again somewhere to Ella but now in high school the students are enrolled in esol one and esol to must take the corresponding STAAR test for that the reading language arts assessment which the English 1 EOC or the English 2 EOC and because they are they are aligned and include all of the cheeks of English one and two these two courses will meet the English 1 and 2 graduation requirements so the English one into cheeks with additional support to support the language acquisition needs of our emergent bilingual students now maybe a students in a SL1 and to need additional time and support on activities in instruction to support language acquisition English language develop in a position in our last column or Elda is a course option for districts to support him urgently bilingual students and recent immigrants with little or no the course is really designed again for the recent immigrants or emergency legal students who have less English acquisition to be successful in their academics were particularly in the English language it counts as a state elective but it is required to be paired with an English language arts and reading for so it's not offered in isolation that the co-requisite course and it could be offered with any of the the English language arts and reading courses it is also an option to be paired with Middle School course work so it could be paired with the Ella course there is a maximum though that should be considered in making that instructional decision a student can learn 2 credits for the eldo the Elder course and if I delete the just wanted you know this information and additional information supporting our emergent bilingual students and other students were enrolled in language programs in Spanish Spanish language support web page it includes a freak ask question with more of the information that we just went I just went over that is accessible to students so to to you and to students and since that's how was that a link here in a QR code to get there okay do I get to keep a room for a little bit recently thanks Jessica the Texas ESN is the Texas virtual school network and this is an amazing opportunity or at the migrant student population especially if this turns maybe a little smaller and they may not offer the course work every year I'm so this provides an opportunity for students to take online coursework and Cat make sure that they are still progressing towards meeting the requirements for graduation and the txvsn there's a Statewide course catalog that is available and students deep have to participate through their local school district again there State funding that is available and in addition to your foundation and Richmond courses there are the Career and Technical education courses also offered I'm through that a Texas vs Sin so maybe a school district only offers one endorsement that a student really has an interest somewhere and let you know somewhere else they may have an opportunity to complete that an endorsement I'm through coursework support a candidate Texas via send so wonderful opportunity to expand it offers that flexibility with scheduling and I'm also districts that are smaller and may be limited also I know that there is definitely a need for more teacher so or maybe limited availability for that so it's this right here doesn't meet and solve a lot of those issues that you were school districts may be facing condition two extra fee us then there's another option for school districts or coursework option then the Innovative courses are at the war and also they can go towards the State graduation requirements however they do have to be approved by the school district of the local Board of Trustees in order to offer the Innovative courses again user State approved courses they allow students to earn elective credits towards graduation and again they can support you must believe that i c t e on Foundation an enrichment system leadership opportunities for students again there is a full list of teas and evade of courses on our web page and there's also the QR code at the bottom of the screen they're on so you can access those were and speaking of innovative courses I'm there is a new newly-adopted Innovative course it is the multilingual approach recent studies for newcomers and this one was recently approved by the State Board of Education for the 2324 school year it is specifically for students in grades nine through 12 it is designed to assist emergent bilingual students with that transition from a different culture and a country into kind of how things are done here in Texas as well as the us and not just like culturally speaking but just I'm used to the school day and scheduling and high school graduation requirements on what is the foundation high school program what a graduation plan what are endorsement option and so it's a great course kind of Meet the students needs as an immigrant and she texted into the US again it's intended for secondary newcomer student and it's just a great opportunity for that are in the situation and you are welcome to again look for more information on our website to learn more specifically about the teks that accompanied the scores course infected then we have the career in college exploration which is geared specifically for middle school students and this course it really helps to I have students learn more about the foundation High School graduation program then you got at all of the opportunities on that they can choose or endorsements and looking at the potential jobs and careers in the sky they required and medication that's required for the different Pathways and it is again a middle school teks-based option for students and there are two service IDs that were created Woody's new teeth and Jessica I know you wanted to mention that I'm not sure if you wanted any any other mention of anything on that topic okay now I will tell him we had a question to skip through I can get the question Ella and Elda and esol there are no requirements for districts to offer those options and so it's a local District decision if you are there is a section of our administrative code outlines what districts must make available to students and so if you would like to know where to find that an administrative code feel free to reach out to us and of course options are at the local District decision whether to offer we're going to move to the speed of updates where do these kind of quickly and then but if you have more questions either about the legislative updates or any other section just let us know with any time that we have at the at the end of the session and or Abdul help desk the with the first legislative update here we have the parental option for student retention and this idea to allow parents to retain a student and a grade make a student great kind of came about because of covid and just allowing options for parents and that original legislation that went through that was past due to covid it was set to expire. after one year however there was definitely a demand for that and it allows students and parents parents who requested students be in retreat at grade level peachy through grade 8 however for high school it does allow the parent or Guardian to Electra students are repeat of course in high school for the high school credit and some things right here to to know High School purses I got a parent or Guardian made out of luck for a student to repeat of course at the district or Charter School determines the student met all the requirements for graduation I'm in addition students repeat of course would keep their original grade unless the district has adopted a different policy on to address this situation I'm so again this is an option for parents and we will have a website coming soon on this information and on at that website information that you will find for school district is a form that school districts may choose to use in this is something that the parents would fill out and submit to the school district as a part of the legislation the legislative requirement is that parents must make this request in writing again at the important thing is this timeline we get lots of questions from timeline I'm students must request this the school district in writing before enrolling his student in the next grade or the course and so makes it very clear they can only request bus for the student is enrolled in a corner store has started that next school year and districts May develop their own instructions for submitting a request from parents but definitely you are are you all are very welcome to use on the Reese's resources that we will have on our website soon for the parent form distant piggyback on Ashley's point about the timing of the submission of the request for parents on our screenshot here we have the 2020 through 2024 school year formed that ta provided it again as Ashley sent to search not required to use that but we will have on the 2024 or 2025 form the new phone in place if not before the end of the month and then early next month so that districts can start to have this on file so that they can have this discussion be ready for those discussions either we are over the summer but in advance of the of the upcoming school year 2020 for 2025 school year can you can hardly believe it just two other pieces of legislation that are now new state law on that we wanted talk to you about the next one is the Middle School in advanced mathematics program so this new law requires school districts in our open enrollment charter schools to develop an advanced mathematics program to enable middle school students to enroll Algebra 1 in 8th grade so this is a requirement the students who are who are not eligible but who would automatically be enrolled in this program are students in 6th grade Cooper formed in the top 40% of the fifth grade STAAR mathematics assessment it can also be a loose local measure that either the students 5th grade class that considers the 5th grade class ranking or demonstrated proficiency and their fifth grade mathematics course work why is that so important because it that local measure because you may have students particularly are migrant populations students who didn't take grade star either timing for whatever reason that they didn't take that assessment district will have to have this local measure in face as well to assess whether or not a student would be automatically enrolled in the advanced mathematics program starting in grade 6 can upstairs child out of that automatic enrollment but it is an opt-out not an opt-in and so that's a very important because we want to make sure that cooks their support since if you have a student who for students who have not been enrolled in that program who may be eligible not their star through a local measure that you are aware that the program in the requirement exist and possibly and maybe I need to advocate for students to be sure that they are being appropriately considered for this program there are there is Will making that's required around this Advanced program that gives some more details on go back to the previous side for example we've gotten a lot of questions about what is meant by the top 40% on fifth grade STAAR mathematics and that is talking about the Statewide not within the school district but will to find a percentile in the rules which will make that a little bit easier for district 22 navigate inappropriately identify students the full rules are going to be posting in the coming weeks and I'm just supposed to do those of you who do any kind of role making Paw Patrol snow that first Day posters proposed there's a comment. And then they'll file isn't updated and so once those rules are posted as proposed the comment. We'll open it they are not there yet but I've included a link and a QR code for where they will be when they die you and again were expecting that in the coming weeks so I just some certainly this this spring in before the end of the school year one of the pieces that is in not the law but would be addressing the rules is a notification one piece that districts would be required to notify parents and students about the automatic enrolment and it advanced mathematics program no later than two weeks before the first day of school I'm so there will be a time line again in the proposed The Proposal that will be available in the in the coming weeks so thought something of interest to you I'm you'll have the ability to access those proposed rules and if you should choose the last legislative update that we want to to present to you is back to her high school students is the best program on the creation of the financial aid for Swift transfer program this is actually with a pretty big piece of legislation and there's lots of pizzas and parts to the part we wanted to call out to you is eligible the FAST program which is essentially free dual-credit for students who are eligible and eligible students are students who are enrolled in a Texas public high school or charter school take Google credit dual-credit and was educationally disadvantaged at any time during the four years preceding the student enrollment in that dual credit course and so this is an important one again for advocates for my current students I'm educationally disadvantaged is essentially economic disadvantage the definition of of of eligibility for free and reduced lunch I think sometimes with our mobile students all of our students that sometimes do credit and that opportunity get gets messed up and so and and in some districts they're already offering free dual credit but but can can charge for the course work under some instances but this is a program in place that will ensure more Equity by providing at no cost for all Ellijay there's a lot to this bill as I mentioned and there's a frequently asked questions documented this is something that you think you might be working with more directly to their some reporting requirements some complicated funding streams for this program and how that all that free coursework comes about and so more details are provided there's a to the administrator dress letter but it also includes a link to a webinar that our colleagues in the college career and Military Division conducted will provide you with all all things fast related also I would say that the higher and Coordinating Board on these rules kind of live across our two divisions Coordinating Board is also doing a lot of coordination and collaboration ETA to implement this program contact information for both ccnp security EA and the high recording board are included in the to the administrator dress letter and the last thing that's not really a new piece of legislation is just based because of all of the changes with House Bill 8D hard Corning board is updating their rules on to align with House Bill 8 which actually includes on revising some definitions related to do cry and as well as implementation of the FAST program those rules have posted as proposed to again at this is kind of your wheelhouse and what you work with at work with closely wanted to let you know that the who is changes to chapter 4 subchapter D and it listed the section numbers there for you as well which is kind of all things dual-credit are posted in the Texas register and open for public comment and we have a link and in Nation about how to do that on the slide we have a couple of minutes left in our session so will will open those up for questions but I
